You want to let people share their experience. The framework, though, is hard to read: what content is possible, who to consult, how much time there is, and what form credit takes.
What the system hears
Faced with uncertainty, some people will wait or hold back. Others will read the same guidance differently. What is needed is clarity about what is possible, without an obligation to publish.
What that produces
An explicit framework helps people prepare something to share and identify the questions that need an answer. Its absence is not always a prohibition; it can still make the decision hard. A general declaration of openness is not enough to settle the rights and commitments around a particular piece.
The conditions can depend on the subject, the people involved, and the recipient. An internal note, feedback between partners, and a public piece do not have the same reach. Name the people authorised to clarify those cases. A few useful categories can guide the requests, without claiming to settle every situation for good.
A team wants to explain an improvement to the service. They separate a fictional example, internal observations, and elements tied to a customer. They prepare a version whose scope can be examined, then fit the sharing to the agreements they get. A refusal or a question has to get an explanation and, where possible, a useful option in a different frame.
Being able to share also means means: writing, review, accessibility, upkeep. A person may prefer to contribute out loud, or to stay in an internal space. You can show how the framework works without publishing your own incident first. Success is measured by a sharing decision that is understandable and workable, not by the number of public bylines.
The decision
With the managers concerned, describe the content that is already shareable, the content that needs checking, and the content that has to stay inside a defined remit. Say who to take a question to and how an answer comes back.
Try that framework on a concrete case with a willing person. Prepare a version to be examined, state the time available, and agree how contributions are credited. While a necessary agreement is missing, do not assume that time elapsed counts as permission.
After that case, examine the ambiguities and the load the route creates. Adjust the guidance without removing the protections that are needed. An internal version, or a decision not to publish, has to stay acceptable.
